Eleven activists and one journalist from the Madleen Gaza flotilla are being held at Ben Gurion Airport for deportation.
They are expected to face hearings before being returned to their home countries, their lawyer has said.
The legal team has arrived at the airport and is due to meet the detainees shortly.
Israeli authorities confirmed the group is preparing to depart, with some to leave within hours.
Those refusing to sign deportation papers will face judicial proceedings under Israeli law.
Consular representatives from the detainees’ countries have met them at the airport.
The group was detained after the Gaza-bound aid ship attempted to break the Israeli blockade of Gaza.
