An undercover Guardian investigation has revealed that a Labour member of the House of Lords, David Evans of Watford, offered access to ministers during discussions about a commercial deal worth tens of thousands of pounds. Lord Evans was recorded explaining to undercover reporters – who were posing as property developers looking to lobby the government – about how to approach Angela Rayner, the deputy prime minister and housing secretary. There are concerns Evans’ involvement in what appears to be a cash-for-access venture could be a breach of the rules. Evans denied breaking the rules or being involved in cash for access
